Moving forward closes the current phase: leaving an auction clears it, leaving a market scores the round. Re-selecting the current phase replays it with a fresh timer.

Blue: submitted bids stacked from the highest price. Grey: the class's true permit values (revealed to students only in the debrief). Red line: the cap. The clearing price is where the bid stack crosses the cap.
